There are significant impediments to our collective ability as citizens, businesses, and property owners, to effectively address the problems that hold our downtown back: governance and decision-making; transparency and accountability, and effective strategies to mobilize resources and design solutions.  We believe that significant reform must come to the institutions responsible for managing our downtown and to the relationship with the City of St. Louis if downtown St. Louis is to remain growing and healthy.  We believe that these organizations recognize the issues as we do, but like many such mature organizations, inertia, historical practices, and defensiveness are holding them back from positive change.  Our goal is to provide some external motivation for institutional reform.
